We are currently recruiting for the following positions:

Techguard Security is currently accepting resumes to provide support to the Customer Support Center at the SPAWARSYSCEN ATLANTIC, NEW ORLEANS OFFICE facility. We are actively seeking experienced professionals and incumbent staff to support a variety of Navy personnel and pay system program requirements within the New Orleans region.

Program Manager

Education:  BS degree in Computer Science, Information Systems, Engineering, or Business.

Experience:  Ten (10) years of direct work experience with relevant projects (Help Desk, Data Center, System Administration). Four (4) years as manager of system development and support contracts, to include: Supervising Project Personnel, Scheduling Work, Writing Proposals and Preparing Bids, and Equipment and Material Logistics Control.  Knowledge of Federal Acquisition Regulation (FAR) and DoD procurement policies and procedures. Specific Experience: Planning and scheduling all development phases of ADP projects. Of those, three (3) years, experience must have included preparing implementation plans and associated procedures as well as providing analysis and estimates of project implementation cost and time requirements, or three (3) years experience conducting, coordinating, and or participating in computer hardware “make-or-buy” analysis efforts, to include evaluation of costs, capabilities, and time factors involved in part/component procurement from in-house and vendor sources. Project Manager

Education:  BS degree in Computer Science, Management Information Systems, Engineering, Physical Sciences, Mathematics.

Experience:  Ten (10) years of direct work experience with information systems design and/or management.  Eight (8) years of direct work experience, to include:  Design, Development, Production, Installation, and Test & Evaluation of large or small computer systems.  Four (4) years as manager of an Enterprise Data Center, to include:  Supervising Project Personnel, Scheduling Work, Writing Proposals and Preparing Bids, and Equipment and Material Logistics Control.  Knowledge of DoD procurement policies and procedures.

Computer System Analysts: Help Desk Managers

Education:  High school diploma or GED. Security Specialists: Network Security

Education: Bachelor’s degree.  Must comply with DoD Manual 8570.01 IAT-II certification requirements.

Experience: Experience to include applicable security discipline principles, practices, and procedures.

Product Manager

As an innovative research and development company with game-changing technologies, we launch new products and functionality.  TechGuard Security is seeking an experienced and proven sales professional to fill the position of Product Manager.  TechGuard Security has a cutting edge product, the PoliWall with HIPPIE filter, a high performance, policy-based, transparent bridging security appliance. The PoliWall blocks unwanted Internet traffic from and to selected countries with a single click and controls bi-directional network bandwidth based on geo-location, preventing DDOS attacks with bandwidth prioritization and throttling.

Primary Responsibilities:  Coordinate the TechGuard Reseller program. Communicate TechGuard products’ value proposition to customers in the Federal Government, Military, Finance, Healthcare and CI sectors. Perform competitive and market analyses on competing products features, pricing, positioning and packaging. Present our products in formal and informal settings – sales calls and industry, partner and corporate events. Train the sales organization and channel partners on product capabilities and competitive differentiation. Create datasheets, brochures, whitepapers, case studies, presentations, demos and website content. Review and respond to requests for proposals and purchase orders. Facility Security Officer

Location: Catonsville, MD

Description: Will plan and establish facility security procedures to comply with Federal regulations for handling Department of Defense (DOD) classified information and material. Establish and implement facility access procedures. Maintain records of security clearances for employees and visitors. Prepare and implement procedures for  safeguarding all classified material for which the facility is responsible. Responsible for the day to day management of all facility security. Manage all classified contract DD254's for the facility. Oversee facility Security Education Program. Prepare and submit required security reports to DSS. Oversee collateral visit and clearance process, as well as classified document control. Lead facility security inspections. Oversee access control system. Oversee after-hours alarm response service. Participate in the development and implementation of corporate-wide security policies to include the corporate security manual. Serve as CPSO for SAP programs, developing and implementing policy as required.

Knowledge, Technical Skills, and Ability: Bachelors Degree and 3 years experience. Extensive knowledge of both government and industrial security to analyze, evaluate and interpret current security requirements. Ability to respond to facility emergencies on a 24/7 basis. SAPF Certified.

Tivoli Application Administrator

Location: Oklahoma City, OK or St. Louis, MO

Description: Shall perform the following tasks associated with the role of Application Administrator in establishing, maintaining, and optimizing Tivoli Management Regions/Environment, troubleshooting all production workload and networks within the infrastructure and processing environment. Will establish, administer, and manage a Tivoli Management Environment (TME) and provide periodic reports on its status. Manage and maintain a Tivoli Management Region and Tivoli managed node gateways. Provide instruction and assist System Administrators with Tivoli endpoint installation, monitoring and maintenance. Be familiar with IBM, Unisys, operating systems. Be responsible for maintenance of the TME including the following administrative functions: Create and implement Policy Regions, Profile Regions, Monitors and TEC Event Groups; Ensure Tivoli backups are complete. Review system and Tivoli log files. Coordinate site Tivoli Administrators. Create and implement Tivoli jobs/tasks. Proactively monitor, trouble shoot, and provide problem resolution for a robust computer network supporting a worldwide customer base; in-depth knowledge of IP networks highly desired. Support Tivoli Administrators by troubleshooting and providing problem analysis/resolution of TME problems throughout the geographically dispersed organization. Utilize a problem ticket system similar or equivalent to the Remedy problem ticket software to document problem resolution action steps and final resolution.

Knowledge, Technical Skills, and Ability: Maintain advanced knowledge of: Tivoli software, including Framework, Software Distribution, Tivoli Enterprise Console, Inventory, IBM Tivoli Monitoring (ITM), Distributive Monitoring (DM), Universal Agent, Data Warehouse, Enterprise Portal, and MQ Series. Maintain advanced knowledge of crystal reports. Information Assurance Analysts

Location: St. Louis, MO and Reston, VA/Washington DC

Description: Perform Certification and Accreditation of DoD information technology (IT) General Support Systems (GSS) or Major Applications (MA) in accordance with DoDI 8510.01 - Department of Defense Information Assurance Certification and Accreditation Process (DIACAP) Instruction, or NIST SP 800-37 Rev 1 Guide for Applying the Risk Management Framework to Federal Information Systems: A Security Life Cycle Approach. Familiarization with the following NIST publications:  NIST SP 800-53 Rev 3, Recommended Security Controls for Federal Information Systems and Organizations and NIST SP 800-53 A Rev. 1, Guide for Assessing the Security Controls in Federal Information Systems and Organizations, Building Effective Security Assessment Plans.  The C&A Analyst will assess the effectiveness of the in-place or planned management, operational, and technical security controls for the targeted Information Technology (IT) system. The C&A analyst will interview key stakeholders, examine IT and IT Security policies and procedures, and perform technical assessments, to determine if the targeted IT system is in compliance with the requisite security requirements.

Develops content, and maintains associated systems for agency internal and/or external web sites, including sites hosted on classified networks.  Plans, designs, and performs content enhancements and/or updates to websites.  Recommends best practices, develops guidance and content standards, and ensures best practices and quality standards are met and maintained.  Designs and builds web pages using a variety of graphics software applications, techniques, and tools.  Uses a variety of graphics software applications, techniques, and tools.  Designs and develops user interface features, site animation, and special effects elements.  Contributes to the design group’s efforts to enhance the appeal of the organization’s online offerings.  Designs the website to support the organization’s strategies and goals relative to external communications.  Requires knowledge of web-based technologies including browsers, ASP pages, HTML code, object-oriented technology, and graphics software. Thorough knowledge of electronic publishing and structured authoring software (e.g., HTML and XML languages) to include desired familiarity with Framemaker, and SGML. Graphic design or multimedia production experience. Thorough knowledge of basic web design principles. Proficiency with web publishing software and protocols (FTP, HTTP). Familiarity with relational databases such as: Oracle, MySQL, Sybase, SQL Server. Familiarity with SQL and CGI scripting.

Program/Project Manager 

Location: St. Louis, MO

Description: Perform day-to-day management of overall contract support operations or delivery order projects, possibly involving multiple projects and groups of personnel at multiple locations. Organizes, directs and coordinates the planning and production of contract support activities or the delivery order to be managed. Develops plans, schedules and resource estimates for projects and programs using established project management standards. Establishes and alters management structure to direct effective contract support activities or assigned delivery order projects.

Cyber Systems Security Engineer

Senior Engineer

Location: Baltimore, MD

Knowledge, Technical Skills, and Ability:

• Minimum of ten (10) years working on engineering projects for government or industry customers, demonstrating increasing levels of technical expertise and responsibility.
• Demonstrated experience working with large complex engineering systems and/or subsystems.
• Expertise was applied across multiple engineering disciplines such as electrical, computer, software, telecommunications, information security, and network engineering.

Help Desk Specialist – ALL LEVELS

Location: Oklahoma City, OK and Columbus, OH

Duties, Experience, and Education requirements will vary based on the position which is described below.

GENERAL FUNCTION:

• Open, close, track, and manage trouble tickets utilizing specified ticket management system

• Receive, analyze, resolve, direct, and document customer problems according to prescribed procedures

• Reset customer computer passwords, terminals, printers, controllers, and perform network functions

• Actively assist other personnel in affecting site recovery actions

• Assist customers in resolving Microsoft Windows and Open Systems environment application related processing issues

• Monitor multiple processing environments simultaneously using government provided software monitoring tools

• Assist customer in the use of commercial-off-the-shelf (COTS) executive support software packages

• Attempt to resolve all computing issues/problems at his/her level and be able to escalate matters beyond his/her control to the appropriate technical support staff and application specialists for resolution assistance

Education/Certifications/Experience/Skills:

Senior IT Security Engineer

Location: Washington D.C. and St. Louis, MO

Description: Serve as the incident response coordinator. Serve as the subject matter expert to support OIG and other regulatory audit review process. Develop intrusion detection/prevention policies and procedures. Monitor systems for security breaches and takes corrective action. Monitors firewall and other available reports; makes any necessary adjustments to configurations to reduce exposure of the government computer network to attacks. Reviews security logs and violation reports. Develops and implements Host Based IDS policies. Provides status updates on security projects to senior federal management. Responsible for defining security frameworks for existing and new systems. Perform technical security control scans and interprets results and prepares recommendation action plans. Provides third level technical support for security related Service/Incident requests. Participate in disaster recovery planning, testing and response. Provide subject matter expertise, liaison coordination and support within the operations and project support cross-functional areas. Performs other duties as assigned.

Knowledge, Technical Skills, and Ability: Demonstrated experience in securing a nationwide enterprise network. Demonstrated practical experience with the accreditation and certification of systems and applications; incident response; intrusion detection: policy development and enforcement. Ability to train team members on policies, procedures and security products. Demonstrated ability to communicate technical concepts to non-technical audience. Proven analytic and event correlation skills in relation to network security events. Demonstrated experience developing, testing and implementing security policies and procedures. Education/Experience: Must have a minimum of a Bachelor’s degree in Computer Science, Computer Information Systems, Information Technology, Information Systems, Information Security and Assurance or similar from an accredited institution, or an equivalent combination in education and work experience. Five (5) years of recent continuous experience supporting a Federal Government Computer Network. Three (3) + years of recent continuous experience supporting various components of a Federal/Local Government General Support System (GSS) computer network. Track record of successfully completed three (3) FISMA or FISCAM audits. Experience with Cisco MARS, SAINT, NCircle Suite, ThreatGuard, Nessus, WebSense, IBM Rationale Application Scanner, Security Information and Event correlation, vulnerability assessment and penetration testing.

Certifications Security Clearance Requirement: Two (2) or more of the following current certifications: Certified FISMA Compliance Practitioner (CFCP), Certified Information Systems Auditor (CISA), Certification and Accreditation (CAP), Certified Information Systems Security Professional (CISSP), Certified Network Associate Security (CCNA-Security), Computer Forensics or similar, Security + or similar.

SR. Information Assurance Analyst

Location: Washington D.C.

Description: IA Analyst provides IA support in a collaborative team environment in support of a Federal/Civilian Agency Information Assurance Department. The IA analyst will research, collect, and develop IA documentation in support of IA related task in accordance with applicable OMB, FISMA, NIST, and client specific IA directives and policies.

Knowledge, Technical Skills, and Ability:

• Must be DoD 8570 compliant at Technical Level III
• Senior Information Assurance(IA)  Professional with 10 to 15 years of experience in the analysis of Information Technology (IT) and IT Security Controls in accordance with OMB, FISMA, and NIST requirements
• Minimum of 7 years of experience in identifying IT/IT Security requirements for systems throughout the SDLC
• Minimum of 7 years of experience  in conducting technical and non-technical analysis of in-place and planned IT/IT Security Controls
• Minimum of 7 years of experience in conducting Business Impact Analysis/Security Impact Analysis
• Minimum of 7 years of experience 8 years of Program/Project Management
• Excellent written and oral communication skills
• Professional appearance
• Excellent client interface skills
• Ability to work independently and as a part of a team

Education/Experience:  B.S. in Computer Science or related degree.
